I HAVE A CIVIL WAR STENCIL MARKED JAMES SIMMS BELTSVILLE M.D. 1862 SO WHY IS HE LISTED AS A DRAFTEE IN 1864?
There are several possible reasons: (1) There are two different men named James Simms living in Beltsville; (2) The date on the stencil is in error; (3) James Simms enlisted once but was later drafted. You have to also remember that being drafted does not mean that he actually served based on that draft.
